(and used) mods. A user on the subreddit thread downloaded
the vanilla 0.9.7 client with a 0.9.7 Rudy replay and was unable to
replicate the noise (though it may have been another issue
preventing it). You may very well be right, but in Saffr0n
and mine's time with the game we have never seen the dog bark
outside of the garage on an un-modded client.
