We became aware of an issue with the three emblems not crediting properly around midday, and were able to correct it. Everyone who logged in after 2pm CT or so should have received all three, and we are currently pulling data for all the accounts who logged in before the fix for a mass crediting of the missing emblems.
In regards to the differences from the EU event, we appreciate that many of you are passionate enough about World of Tanks to care so much about our 7th (wool?) anniversary. We are completely separate regions with different staff and different servers - there always have been and always will be some differences between our event plans (and plenty of occasions where NA players have had access to rewards that EU did not). That said, we appreciate your feedback and we have shared your concerns with the team.
