The best example at this point would be the ANZAC server that the Asia now has. Technically, the server being tested is a "shard" of the Asia server, meaning that players belong to the Asia server and remain in Asia's databases but are able to play on a more local source during peak hours.
As far as the NA population, while it is not large as it once was it is still not small - NA isn't going anywhere anytime soon.

this time when it will be back up. The new customization
