[Supertest] Soviet Medium Changes

We are testing changes to the Soviet branch of MT tanks of the Object 430 line – we are moving vehicles of Tier IX and X to lower tiers, removing the Tier VIII Object 416 and adding a new top tank – the Object 430U. There will also be some changes to the Tier VII A-44.The details are below.
We are trying to synch of the
playstyle of all vehicles in this tree, and buff some of the weak
vehicles in the branch. The main goal of these changes
is to form a branch of Medium tanks with good front armor,
high mobility, with low silhouette and higher than average
alpha-damage. That’s why we plan to get rid of Object 416 – the
vehicle doesn't quite fit the other tanks of the branch.
Object 430 and Object 430 Version II will be moved to Tiers IX and
VIII with the corresponding characteristics changes. Both of the
vehicles will get a new 122-mm gun. Important! The changes
mentioned above are not final and are subject to change after the
test.
