What exactly is the definition of "noob" in WoT?

ARGO: Let's not forget the term: "nooblet" always in lower case letters
That's a person who hasn't even or doesn't deserve to become a noob yet. Term nooblet has been around since the early days of online games / was even used on players of the old stand up arcade games.
