Make the penalty for a damaged ammo-rack less serious

ARGO: I had a buddy with that problem and he got a "wet ammo rack" and a "spall liner" added a tool box for good measure and he never had that issue again. I wonder if anyone has ever made a list of problems that plauge certain tanks....
