Lowe questions and 'Should I buy it?"

Secondly, can you use the crew from any German tank in the Lowe without penalty?
Thirdly, for a newbie such as myself (Only got up to Tier 6), is the Lowe even worth it, or should I play KV-5 instead? I like tanks that have a lot of power, average mobility and half-decent armour. I can skip the mobility if pressed, but I want to grind credits and EXP in a machine that I will find fun to play along with my Panzer IV.
