It about the number of players participating in SH battles on those particualr tiers.   Tier VI has a very stable population and thus the automatchmaker doesn't take long to make a match. Tier VIII and X have much more turbulent participation numbers and for now, the only safe bet to ensure you will not have to wait long and the auto matchmaker makes good matches, Saturdays (when War Games are on) are a valid time.
