As of now, spending resources on any crew development except for grinding crew xp is gambling (yes! no! yes! no!), because we don't know what's coming.
I believe crews is a touchy subject. A lot of planning, effort and resources are spent on it. Clarity now on what's planned may not give the intended wow! surprise! effect later when Crews 2.0 is fully presented, but it would soothe and please many players, allow for planning the future crews/gameplay, and might even result in useful feedback to the developers.
