Does water slow shell?

Although I don't care but I'm actually quite pissed off by that.  

iScending: Actually bullets fired into water will expand very very rapidly and loose all their effectiveness within a few feet. Mythbusters had an entire episode about it, but I found one clip that nicely sums it up.     So yes, water is the perfect way to escape gunfire, but as has been pointed out I'm not sure if it's working the same way in WoT as I've never actually tested it!
