eekeeboo: its based on a lot of numbers like tracking player performance and
how the tank performs vs other mediums etc.

eekeeboo: When i say average I show a bit of bias in that many of those who I
say average will generally play better in it as they get more crew
skills and learn to handle the tank better. And like I mentioned,
once they get it fully upgraded once if they're grinding it. Most
players don't keep playing the tank once they unlock the tier 10.
