That way they are anonymous, but the player base gets some information.
Why 2 symbols? Well, not identifiable, but waaay too much hassle for WG to fake.
Why country? Well, som players believe that cheating is more common in some countries, and nonexsistent in their own, also another datapoint that is anonymous but hasslish to fake.
Why reason? Well, to let the community know what kinds of inappropriate behaviours are punished and what types of mods/hacks that are illegal _and_ successfully reported. Rather informative for players who wrongfully believe that a mod is Ok, and also for satisfaction for people who report mod/hack use. 09:35 Added after 1 minute

Key word here is supposedly. GDPR compliance is no joke, and any or all items used to identify and allows the sharing of information in this manner is important. I would strongly suggest you refer to GDPR guidelines and what they mean for companies and games like this
