IS-4 Rebalancing - What happened?

eekeeboo: Hello,  You can find repeated and numerous parts and updates on this balancing from the WG fest article and streams as well as AMA and Q&A on Reddit as well as answers given on the forum.  The big thing that needs to take place before any large rebalancing and the balancing of vehicles mentioned in the "What's coming in 2019" article last year, is the sandbox HP and shell rebalance. Once this core and fundamental change have happened then we can look cases of tanks that need balancing thereafter.  Cheerseek.
