There is no certain way for users to ensure that all their mods are safe, not to mention the whole issue with modpacks where probably 95% of people don't even know what they're installing (heck, even modpack authors don't always know what crap they're actually including).   Even assuming that mods offered on the modhub are guaranteed safe now doesn't prevent them from becoming deemed illegal in the future, so in theory at least any installation could become "illegal" over night. Also any check routine will eventually trigger false positives.

eekeeboo:    Unfortunately, this check is flagged and then is reviewed afterward (hence the investigation) It can be there's a flag and then it turns out there's nothing wrong and the mods are perfectly legal or fine and the investigation finds nothing wrong, whereas you would have people panicking and being unduly worried. You could then make things even worse by systems like that by LoL that actively banhammer you with such checks.    The current policy is blurry, but that's because of how complex it is and the extent to which people have found and continue to find a workaround. That's why the modhub was created so that it acts as the final word on naughty vs allowed mods. And if any mod is let through and a further investigation takes place with a person being actually innocent then we look through the mods, find the mod causing the ban and all people who were banned for that mod would have the ban lifted as it's only fair. This is why it's so important that people only use the modhub for authorised mods and everything else is at the users risk.
