Why is the map rotation so poor?

eekeeboo: I thought it was just me, finding this with my scout mission is a joke.  Day 1, 120 games proho 2, malin 2 Day 2 , 119 game, proho 3, malin 1 Day 3, 60 games proho 1, malin 0    Dominated my map rotation by city maps so far and it's begging to become irksome.
