Overmatch mechanics rework.

Zapfhan:  This happend when we planned to introduce the Swedish TD's and the community disliked the changes (that Overmatch isn't just simply based on mm of armor but on more on the angle of the armor to the shell) thus so far we didn't take any further steps into it.
