Zapfhan: 1) There will be an article with more details coming out and
we forwarded the question already to the respective colleagues. For
now I can tell you that if you have all Tier VII and VIII tanks
offered than you won't be able to craft a new one. 2) The
upgrades are only usable in the CW-campaign battles you won't be
able to use them in regular battles or in regular CW battles after
the campaign ended.
