Tanitha: Hi, im a mod, im not support (you can email them but the reply will
probably take a day or so atm) and im not a dev or programmer... So
the help i can issue is very limited.
I have seen other posts about this topic, with Windows 7 64 bit, and there is a lot of claims that the launcher doesnt work with windows 7 and 64 bit. However there is a lot of people who run that and it works. Same as it worked for me..
So you downloaded this patch?

Its meant to be 566 megs, how big is yours? did it stop 1/2 way through the download? so its not complete?
Did you try the launcher first? and it crashed while updating so you have some corrupt wot files now? so the downloaded patch over the top no longer works due to corrupted wot files?
Sounds like a uninstall and reinstall would be needed then.
If you cant fix your problem quickly, and emailing support takes a while during this busy period.
Maybe a uninstall and a full install would be a lot easier and quicker.
