My suggestion is basically to have a MOTD that the moderators of the general chat can set / modify at will.
Have it pop up in yellow text whenever you open the general chat window.

Tanitha: Yep, when something happens like the gold issued today. Its like a
recorded message in garage a chat.
A motd would reduce most of this in the garage chat.
