2. P.S. I do realise that I should have tried to ram him so his tracks broke, but I doubt he would let me get the distance in to get to those kinds of speeds.

Ok ive pulled out 4 points of your post to discuss. So here goes.. : )
1. It shouldn't get more common as you suggested. because the rule isn't "no Tking" the rule is quite long and covers things like no intentional damaging, blocking, ramming etc etc etc.. So no it shouldn't get more common because all you have to do is vid-cap (fraps is good for that), or multi screen-cap it.. and they will be banned for a short period of time, which will progress quickly to a perma ban on repeat offenses.
2. No you shouldn't have tried to ram him, that's ban-able too (as above)
3. If you did bring up a discussion on specific players, the thread would have been edited/locked/dumped, and possible forum bans placed. So yeah not appropriate.. But if this thread stays on your original topic, I don't see any problems with it staying open.
4. Sure. I know that devs have stated the current system isn't perfect, and i know they are looking for ways, looking at ways, to improve the current system, it will be unlikely IMO that the current system will remain upon release..
