Base capture: [0,100] or something else?

Tanitha: Seems fine to me, you need to cap their base with a clear advantage.
Caps that are very close end in a draw.
I don't really care which way it is, I'm happy for it to be either way, so happy the way it is and still happy if it ever changes.
