Promotional Keys
Promotional keys are provided by gaming type websites in the form of a promotion. Some promo keys come with a free premium tank and the codes are usually provided pretty instantly. So try these below links first.
The following links for beta keys were working at per the below dates.

WoT Keys
When the promotional keys above have run out, you can continue to search google for other gaming sites giving out keys. Or use the main key provider on the WoT website Link. Keys issued from the WoT website are not instant, It is a "closed" beta after all, and not yet in the "open" beta stage. However they usually get keys out pretty quickly, with a few days to a week being average.
After you have a key, Register Here.
When registering for the beta, if you have a existing forum account please note that the forum login and password are separate to the game login and password. So do not get the logins and passwords confused.
After you have your key, registration can be done here. Link
