Anyone else get annoyed at this?

That's how higher tier mediums work, with the possible exception of the t44 (though as ive not driven one im not willing to buy into the 't44 is op' crowd so completely).
Their job is to hang back and fight off scouts, then go catch up with the heavies (which they can do because of their high max speed), and provide fire support for the heavies. Groups of them can gang up and go on little excursions on weak parts of the enemy lines, but they are not supposed to run around like the 'light mediums'. They are also fast enough to actually go back to base if its being capped, whereas heavies are more or less set on whatever path they have picked for themselves.
A high tier medium is just a heavy with less armor and hit points, but a higher top speed. Use it like a heavy that can reposition itself more easily, not like an armored light.

I got a T44 recently, if you want my findings on them.
I think the problem with them being OP is that people don't realize they are a big tank, They are very streamline and look and move like a small tank. But they are a higher tier than a Tiger and IS, And the same tier as a Tiger II, IS-3, and Panther. And because the T44 is the end of the line, people who play them are likely to be playing a fully decked out elite tank, and not playing a stock tank on their way to the next tier.
My T44, has 100% crew, a stabalizer for shooting while moving, Spall liner to help with arty, HE damage and ramming, And a wet ammo rack to help with its ammo rack problems.
But anyway, Ive played 130 games in it now and starting to get the hang of it a bit, I'm still yet to find the best playstyle/turret/ammo for it and I'm still learning, But I have had a couple of nice games. The below game was with the smallest/quickest 85mm gun and fully loaded with HE ammo (30-56 penetration, 196-364 damage, 13.64 rounds per minute), which is why I had to shoot so much to kill the 9 tanks.

I'm currently averaging 1 kill a game, 589 exp a battle, max 2080 exp a battle, and it earns a profit of about 10k a game average with premium. These stats are probably low, because im still learning with the tank, and its only just become elite & 100% crew after 130 games (my crew started at 75%).
They are a very smooth fun tank to play, Quick acceleration, A top speed of 51kmh which is attainable. And it turns at 45/second, and the turret turns at 56/second. For example a leopard turns at 33 and its turret turns at 48.
The main problem with "not sheltering like a heavy", is even with a very speedy tank that can zig zag without slowing down hardly at all, Is even when the arti miss by a long way, the arti still can do 500+ damage (60%) and track you, with a miss that missed by what id guess to be 15-20 Meters, even with a spall liner on (happened to me in my last few games by S51's) If i'm not crippled by a lucky miss, I'm often smashed up and taken down to 20% life by the arti's in a few misses, without ever being hit (zig zagging at 40+kmh not stopping to aim/shoot).

As for the OP, I agree and I hate the tracking with 0 damage, so I hope its a bug that will get fixed and not a permanent game feature. I wouldn't mind too much if you aimed for the tracks, but usually it says I hit the tracks when I was lined up to hit the center of the tank and I really "needed" to do damage.
Like there is a great advantage for a small tank tracking a heavy and then moving on and letting your team kill them. But a lot of the time its just tier 8+ heavy vs's tier 8+ heavy. If i shoot, hit the tracks and do zero damage, he shoots me and does 30% damage. After a reload hes now un-tracked and still on full health and I'm 30% closer to death than he is.
When a medium tracks a heavy its often Yay beauty I got him now, When a heavy tracks a heavy, its oh **** I'm dead now, I just hit him for 0 damage and he hit me for 30%.
