Holyday OPS -Christmas Atmosphere X?

Given the circumstances i even bought christmas box (x3 - dont have much money) and solved all mission.    Only to see that even tho i solved all missions for a Holiday OPS, i am far away from Tier X atmosphere. So my question would be, why did they put this atmosphere tier X if only obviously by paying it you could reach it? Maybe some players did had more luck on decoration levels... but i got only tier 1-2-3. And so i could possible not reach tier 10... That sucks.
