I don't quite understand why this is still an open question. Wiouldn't it just be a case of making your accont "premium" an option on a central point (like changing your password on the portal and not in game now)? Then the "premium status" of your account would be part of the information your client has to receive when you log in a game (the same way it has to receive the information now your password is connected to your log in name).
Being able to use free xp on all games sounds more difficult, seeing it can come from 3 different titlles and changes dynamically with every battle played
