Second - "prosoviet bias and anti german one" is self-perpetuating spiral - random guy heard that Soviet armour is uber, so he follows that path. Sooner or later gets his IS-7, sucks at it, decreasing global win/exp ratio. So WG is buffing "ugly ruskies", while decent guy that can afloat in Maus/E-100/JT/whatever raises its statistics, ending in nerfing germans. Also some non-soviet tanks are stat and gameplay-wise underpowered, yet nothing is going to happen with them.
While idea of balancing by w/r and exp income is noble, it not necessarily makes tank balanced - why T9 and T10 are getting TD-like penetration in first place?. Also because on RU server (for example) E-100 is close to overpowered stat-wise, it doesn't mean it is OP in EU/US server. Different people, different game styles.
Just a thought.

Overlord: What you don't see is the sarcasm Serb's posts are full of. The trolling manner of his replies is a part of his image, and the RU audience is used to it. Plain tranlation of his words leads to misunderstanding and unnecessary debates.
As for Tier 10s win ratios (cumulative from 3 servers for the last few weeks):
T110 - 53.8%
IS-7 - 48.0%
IS-4 - 47.5%
Maus - 50.6%
E-100 - 49.6%
50B - 50.5%
The avg exp distribution is similar. The figures do speak for themselves.
