Overlord: Since it is a non-penetrating hit, the max damage is halved, thus /2.
And the max deviation is 25%, thus *1.25.
Consequently each of the targets in the epicenter can get up to 62.5% of the basic shell damage in case of a non-penetrating hit.

The /2 part is normal for any HE shell exploding outside the armor of a target (which it would have to, in order to hit multiple targets).
