Good stuff, but it just makes no sense that you would finally be redesigning it but still not display the actual effective stats (taking into account crew skills and equipment). Why? In particular with the new perks coming up it becomes exceedingly difficult for players to keep track of their tank's actual performance. I just today rewrote the wiki section on tank stats and added some examples. As you can see, there's a lot of math involved, why force players to do this?
