Due to HE damage mechanics this type of armor is particularly effective to reduce or entirely negate HE damage effects, whereas high penetration AP shells are not affected (except regarding normalization - shells are normalized twice when hitting the outer armor, no further normalization occurs when hitting the inner armor).
This is not a new mechanic, e.g. the E-Series was released with the armor skirts of this type.
