I don't know, what is behind the urge changing this part of the gameplay, because I felt HE was in its place. It gave a sporting chance in the current MM for lower tier tanks to damage higher tier (+2/3 tiers) opponents, contributing more in the battle, than searching out same tiers, acting as cannon-fodder for top tiers, etc. HE-based weapon and vehicle choices gave more colour to the game.
It's hard to call the current HE-effects on armor overpowered, since the projos did full damage only via penetration, which except the case of 150 mm guns was marginal. An average HE (~100mm)hit rarely cause more than 10-15% damage on a T7/8 opponent and mostly one-digit only for T9s.
But from what I have heard on the test server, with the current MM the sudden ineffectiviness of HE below 150mm calibre will kick mid tier ladder climbers/grinders really in the groin, since the restrictive nature of the small maps in the game offers simply not enough room for manouvers, flanking shots,etc.
So the question, is there any chance to keep somehow the lower caliber HE competetive for midtiers (5-8) in t8-9 top matches, or to drop the whole new HE-mechanics thing at whole?
Overlord: The new mechanics is far more realistic than the old one. The
existing way of determining minimal armor within the HE cone takes
into account spots than are not only in direct line of sight from
epicentre (spot where shell exploded) but also covered by armored
parts (eg side skirts). Thus some cases with incredible HE damage
inflicted are possble at present, e.g. allowing penetration from
the roof where armor is relatively thin even if the shell exploded
near the tracks.
Moreover some tanks got side skirts (IS-3) that can also absorb HE damage effectively.
New mechanics also allows inflicting full damage, however you need to aim at weakspots now not to bluntly fire on the move.
