By checking their stats, it seems to me that they are balanced to be usefull scouts in high tier battles, but they don't seem to be balanced against "old" T5 tanks. They seems to make T5 meds pretty useless, as they have same or better gun, more hitpoints, much better speed and maneuverability, increased view range and only slightly less armour.
