The change will cause only a "2nd landing tournament". Big and well organized clans will beat the small ones in any circumstances, ie even if you would limit tier. They would have all 100% crew all equipment and gold ammo, and of course the knowledge and experience. It's just like any other MMOs. You don't go to raid in greens, do you?

Overlord: Absolutely. Big fish eat little fish. The rules are the same for
everybody. And we wouldnt like to tailor them specifically for a
certain group.
