The stats that they should be looking at is damage done per battle and damage received per battle and the ratio between the 2. That is what will show how a tank is balanced. Tanks that are too tough will have higher values in both categories (increased survival means more time to shoot at enemy tanks). It also shows how well balanced tanks are against other tiers and categories (e.g. med vs heavy).
