engine does not do anything other than randomly assign a value from
+-25% to damage and penetration, as well as randomly calculating
where your shot will go. It is worth remembering that the
distribution of these values are not linear, so it is more likely
to receive a low modifier than a high one. Any posts that
you might have seen stating anything different are the result of
tinfoil-hattery and definitely were not made by us
