What is WG EU trying to achieve with these new "Top of the tree" spec...

I'm not sure how much more you need to watch it develop, the vote should of been a popup in the garage like these stupid 'premium of the week' popups we get so that you covered far more people in the vote and possibly would of stopped a twitch streamer from deciding the vote (which btw is just ridiculous), how many people are actually logging into the site to vote compared to playing the game.. it's a fraction I bet.
