Why do I get no xp for 0 crits?

LiannaSilverwind: If you get 0 damage critical hit, you damage one of the tank
modules or hurt crewmen. You gain experience only if it is the
first time module or crewman takes "that part of damage".
For example:
Tank A fires at Tiger's track. Damage! Tank A gets xp.
Tank B fires at the same Tiger's track. Detracked! Tank B gets xp.
Tiger repairs his track with repair kit.
Tank A fires at Tiger's track. Damage! Tank A DOES NOT get xp, the track was already damaged/destroyed fully before.
Tank B fires at Tiger's track. Detracked! Tank B DOES NOT get xp, the track was already damaged/destroyed fully before.
Source: RU forum where it was answered by SerB several times. Reason he states was to make it impossible to farm other tanks by detracking them for 10 minutes in a row.
