summary the answers are:
1) Devs Q & A Rules are made by WG.
2) Moderators job is to enforce the rules.
3) Reason of strictness is to avoid "usual" forum thread full of spam, devs bashing, flamewars, trolling, "u noob", "+1" and similar posts. That is the reason of bans.
4) The thread is here for people who seek answers (use Search!) and follow the rules that are public. Everyone posting in that thread knows the rules and agrees with them. In case someone does not like these rules, he does not post there, and therefore avoids the strictness.
5) Forum rules work everywhere on forums.
