Considering 0 damage hit, it's usually simple case. Not always, but often.
I fire at enemy cannon. I get "Penetration!", he does not even get cannon damage. How so? Because I have damaged his cannon, but it was not enough to make cannon damaged. Every module has HP. Therefore common misunderstanding is: "Hey! No damage at all!" when in fact you DID damage him, but NOT ENOUGH YET to make real difference.
And then there are bugs.
