tank.
The ones I know of are:
1) Heavy tank = 1.45x its tier.
2) Medium tank 9th tier (only 9th tier) = 1.3x its tier.
3) Some tanks (H38 for example) have special values.
4) SPGs have separate values.
So IS-3 has point cost of 8 x 1.45 = 11.6 points, Panther II has point cost of 9 x 1.3 = 11.7 points, while 2x VK3601H have point cost of 2 x 6 = 12.
Therefore one IS-3 counts as "about one" T-54 for balancer for example.
