No the Maus does not have 'the best armour' its got 'Ok' armour

amount of HP it lives much longer than more universal IS-7 or ideal

penetrates enemy armor, the only important thing remaining is...
HP. Maus wins there, therefore that is the reason why it is far
from being extinct.
