Russian SPG not nerfed?

LiannaSilverwind: After accuracy decrease I missed detracked Maus with S-51 shells twice in a row with smallest aiming recticle on it. I did not even touch it with my splash. It was impossible before, but is possible now, due to increased SPG shell dispersion.
