I appreciate (on the behalf of the people that are planning to attend, at least) that you are looking for a solution, but I fail to see why this pre-registration process was necessary in the first place. If it was to limit the tanks giving out, you could just print out X amount of password codes and give them to the attendants or have the attendants fill out a form/ID on the event and reward them the tanks later. It's not as if you expect the participants to start fighting in order to get more than one tank or having violent riots outside once the venue is filled with people?
