Change Arty mechanics and fix it for good!

As far as Artillery discussions go, we would prefer using following Thread: http://forum.worldoftanks.eu/index.php?/topic/624974-update-918-spg-changes-feedback/   Since otherwise the Gameplay section gets flooded with double/triple/multiple Threads for the same topic.
