Well, i feel assured and will rest easy knowing that a system with no manual processing and no option to report garage/pm abuse will somehow manage to successfuly deal with a miriad of potential abuse situations.

The report system as you know as been automated to some degree for the simple reasons it makes light of how reports are dealt with they are still reviewed and is still manual to some degree.
However, we would still like you as the community to report all in game rule violations this means that we can still sort out the bad apples so to speak.
Soon there will be a news based article released on the support page that will answer a lot of the communities questions about the re design support system.
However, in the meantime there is this page which gives a little information.
On your last point I would say as soon as it becomes abusive in a personal message then report it as this isn't right at all.
It's like someone walking into your house and wiping their muddy shoes on your best rug!

Ok, on a serious note...
I don't know what some of you guys are getting all bent out of shape about really. WG is the same as any other large organisation. It tries to have in place the architecture to police its customers/community. It also tries to automate that process as much as possible because of the volume of pointless reports that it receives. Unfortunately this means that many of the more "serious" events will initially slip through the cracks.

The system is still the same really it just saves you the time of sending screenshots and filling out a ticket, are they are automatically attached to the offending players name via replay.
So in this sense nothing as changed it just saves you the time of doing the manual work and also saves the time of the CS agent of manually searching through each ticket.
As mentioned briefly in another topic that was posted about afk/bots the system of retaining 5 tickets is to be reviewed with a possibility of being increased.
