Yeah but not everyone is really sure what those special circumstances are. I see plenty of stupid TKing crap happening like the TC described - ramming, shot baiting, tracking etc., which can hamper your ability to fight, and you cannot retaliate to stop the offender without risking going blue. Basically just some way to give us an ability to work out these issues - automation is probably a bad idea since plenty of times these situations happen accidentally (HE shell splashing allies, unintentional ramming etc) so if this was handled manually it would probably cut down on the abuse on both sides.
