which he has his Vehicle Competence, and the vehicle is a premium
vehicle, there is no penalty.
If a crew member is in a vehicle of a different Type as that in which he has his Vehicle Competence, and the vehicle is a premium vehicle, he would also take a 25% Penalty to his current Training Level. Sadly it does not work the other way around.
Simply said: You can use crew of any vehicle and type of the same nation in a premium vehicle without a penalty. But using a crew from premium vehicle in a standard vehicle will not grant any bonus and the penalty will be applied, unless the crew is retrained.
