This system used to be more sensitive in the past but a lot of people were getting timeouted (more appropriate term than banned) for the angry reports you mentioned, so WG increased the numbers and this system is pretty much useless now.   If you want real person to review your report you have to go through the website, raise the ticket and attach the replay evidence.
