HeatResistantBFG: I'd say it's anything but the removal of the HE Shell, most
of what made a HE shell a HE shell remains (high chance of damage,
high damage on pens, etc) and some of these aspects have even been
improved.Tracks do still offer some protection as they count as
armour in the same way that they do for AP, which in fact is likely
to offer MORE protection than with the previous
mechanic Example situation(s) A KV-2 shoots your tracks,
they have 86mm of pen, you have 75mm of side armour. With the
old mechanic, penetration is worked out based on the lowest armour
within the splash of the point of impact, with the new one it's
following the path of trajectory and has similar penetration
mechanics to AP. So the results in the following would go something
like Shot from near 180 (side scraping perhaps) Current =
Medium to High damage received New = Little to no damage received
Shot from around 135 Current = High damage received New = Little to
Medium damage received (if hit the armour they could pen) Shot
from around 90 Current = High damage received New = Medium to High
damage received (if you hit tracks they will potentially add enough
armour to not pen, but hit the sides and you will pen) Shot from
around 45 Current = Medium to High damage received New = Little to
Medium damage received (if hit the armour they could pen)
so it would seem that tracks will offer more
protection in most situations and not less.

HeatResistantBFG: So with HESH being a HE round the two 183 guns will do less
damage consistently hitting strong armour, but they will also pen
more consistently and in situations with screens, it will
often do more damage and now has the chance to penetrate. Testing
so far shows that across the board this equals out the average
damage
So expect lower damage on those
shots that don't pen, but to pen more often
