Let's be honest. If you ask a player what they want, they want to
win and they'll give you an answer that would be beneficial to

So to that, I would say, that's why we're here

So yes we ask what the heavy tank player wants, then we ask what the light tank player and the TD and the arty etc aka we ask everyone. We ask in as many places as we can also, reddit, discord, forums, surveys, facebook, youtube etc etc etc. Then after all that it is compiled, key info is picked out and what is wanted by all, not just heavy players, is analyzed to see "how can we do that without making X OP" or "Can we make X stronger without it making Y UP" etc etc.
So we all comments are valued, as are all suggestions and feedback, but it could be heavy players make up 20% and all want thing X, but it doesn't mean the entire player base does too. But it doesn't mean that the idea has no value, it could be that it's a great idea but other players wouldn't notice/care. So then we have to see, well how can we bring X about without it impacting all the other players.
TLDR, we already listen to all, but not everything will happen... no matter how loud people are
