How can they balance premium ammo?

HeatResistantBFG:
The overmatch mechanic is for Calibre of AP shells vs Thickness of armour and is also in WoT, although different. To match either mechanic with how you're suggesting it would need premium rounds to suddenly become huge. Example, to overmatch a Maus upper plate in WoT's Mechanic you would need the shell to be at least 781mm (More than, 3x260mm = 780) and with Warships it would have to be at least 3719mm (More than, 14.3x260mm=3718). So i'm not sure that the Warships overmatching system solves or changes anything in the way you think. Especially as it overmatches everything of that armour and below, which in practice is mostly the less armoured ships in the game and therefore is the complete opposite to your latter part.

HeatResistantBFG:   We are always looking for ways to improve things, the sandbox server has been the testing grounds for some of these methods and will continue to showcase and test new methods. As well as balancing the in battle performance of rounds we have to ensure the games economy doesn't become unbalanced. So it is a fine line to tread.
