How can they balance premium ammo?

So i'm not sure that the Warships overmatching system solves or changes anything in the way you think. Especially as it overmatches everything of that armour and below, which in practice is mostly the less armoured ships in the game and therefore is the complete opposite to your latter part.

Like %50. Maybe overall armor nerfs for most tanks. (And yes. Nerf

sandbox server has been the testing grounds for some of these
methods and will continue to showcase and test new methods. As well
as balancing the in battle performance of rounds we have to ensure
the games economy doesn't become unbalanced. So it is a fine line
to tread.
